The modern stadium in Mordovian capital city of Saransk would appear in any case. As early as in January 2010, the Russian Government adopted a resolution on the construction of the arena in Saransk with the capacity of 40,000 spectators, but only in tournament mode. The stadium was to be built between 2010 and 2012 and commissioned in time for two events: Spartakiad and celebration of the Millennium of the Unity Between the Mordovian People and the Peoples of the Russian State. But the decision to hold the 2018 World Cup in Russia has made its corrections, and there was a need to increase the capacity of the stadium to almost 45 thousand seats. The characteristic feature of the oval in terms of the stadium was a high two-story stylobate covered with a bowl that is protected by the shell forming a canopy over the spectator seats. The shell is raised above the stylobate level, which creates an effect of easy soaring above the ground. Inclined curved walls perform the functions of the windproof. The main western façade is focused on the central part of the city and the embankment of Insar River. The roof above the spectator places is a light spatial metal, inclined inside the bowl of the football arena to get more sunlight on the pitch. The shell of the stadium is made of perforated and deaf hinged metallic panels of bright sun shades. The new stadium, which has already become a bright landmark of the Mordovian capital, will give a powerful impetus to the development of its sports, tourist and communal infrastructure. After all, the project of preparation for the 2018 FIFA World Cup includes a full-scale redevelopment of the territory adjacent to the new stadium, as well as modernization of the entire economy of the city of Saransk. Thanks to the construction of the stadium, a completely new Youbileyny residential area and a two-level transport junction on the roadway from the airport to the stadium was constructed, the Posop Power Station and a heating network were also built, a water supply network was modernized, and a new waste water treatment plants was built. The new embankments of the Insar River and the Tavla River were also constructed. In order to comply with the FIFA requirements, the entrances and passage for players were relocated. The medical technology in the Doping Center, catering technology were completely changed. Audio-description equipment for commentary service for people with low vision and visual impairments was installed. The stadium can be accessed by car and public transportation, special shuttle buses from the airport (5 km), railway station (2,4 km), bus station (4,8 km), hotels and from pick up parking points. The key hotels, fan area, and sightseeing attractions are also located within a minimum distance from the arena.
